Attorney General Dustin McDaniel announced recently agents from his office
arrested a Lonoke County man and a Pulaski County man, both
for possession of child pornography.
Agents arrested Ryan David Oyen, 29,
of Cabot, on 28 counts of allegedly distributing, possessing or viewing matter depicting
sexually explicit conduct involving a child, a Class C felony. Oyen was being
held in the Lonoke County Detention Center on $250,000 bond.
David William Engstrom, 51, of Little Rock was
arrested at his residence on seven counts of allegedly distributing,
possessing or viewing matter depicting sexually explicit conduct involving a
child. He is being held in the Pulaski County Detention Center awaiting a bond
hearing.
Engstrom is a Level 3 registered sex offender who
had previously been convicted of first-degree sexual abuse.
“The Cyber Crimes Unit of the Attorney General’s
Office is committed to preventing criminals from exploiting our most vulnerable
citizens, our children,” McDaniel said. “We are proud to work with law
enforcement agencies across Arkansas to investigate and arrest those who engage
in these types of deplorable crimes.”
Agents with the Cyber Crimes Unit arrested Oyen
after executing a search warrant at his residence, 23 Haywood, in Cabot. At the
residence, agents discovered multiple images of child pornography on a laptop
computer.
Engstrom was arrested following the execution of a
search warrant at his residence, 10914 Lancelot Court, Little Rock. At that
time, the owner of the residence, Andrew Jackson, 26, was arrested by the Little
Rock Police Department on unrelated charges including alleged possession of marijuana
and alleged possession of an instrument of crime.
Investigators seized computers and other
electronic evidence from both Oyen and Engstrom. The evidence will be analyzed
at the Cyber Crimes Unit Forensic Lab in Little Rock.
Special Agent Mike Lett of the Attorney General’s
Office started independent investigations of both Oyen and Engstrom last month
after suspecting that child pornography was being possessed at their respective
residences.
The Cabot Police Department and Air Force Office
of Special Investigations assisted in the investigation and arrest of Oyen. The
Little Rock Police Department assisted in the investigation and arrest of
Engstrom.
The Attorney General’s Office will turn over its
completed case file in Lonoke County to 23rd Judicial District Prosecuting
Attorney Chuck Graham and the file in Pulaski County will be given to Sixth
Judicial District Prosecuting Attorney Larry Jegley.
Charges are merely accusations and defendants are
presumed innocent unless and until proven guilty.
