At 1 p.m. on Wednesday, November 9, the Federal Communications Commission and the U.S. Department of Homeland Security will conduct a nationwide audio and text test of the Emergency Alert System (EAS). The new system enables the President of the United States to address the public during emergencies. Part of the system can also used by the National Weather Service, governors and state and local emergency authorities to issue localized emergency alerts.
The audio message, “THIS IS A TEST,” will be simultaneously broadcast on radio and TV stations across the United States and its territories, whether cable satellite, analog or digital. The text crawl message, which may not be the same for all viewers, may indicate that an “Emergency Action Notification has been issued” without indicating that it is a test. The test may take as long as 3 ½ minutes. At the conclusion of the text, regularly scheduled programming will return.
