Hot Springs Utilities Director Richard Penn, P.E. was recently elected Vice President of the Mid-Arkansas Water Alliance (MAWA) Board of Directors. MAWA is a consortium of 27 participating cities and water user groups that are involved in identifying and securing additional water needs for their customers for the next 50 years.
Penn, who holds a master’s in engineering and a bachelor’s in agricultural engineering from the University of Arkansas at Fayetteville, formerly worked for the City of Bryant as Community and Public Works Director. He also held engineering positions at various companies, including North American Marine Jet, Orbit Valve, Falcon Jet Group and Halliburton. He is a member of the Arkansas Academy of Biological and Agricultural Engineers, and has served as Hot Springs’ Utilities Director since 2011.
