Townhouse association meeting this Friday

The townhouse association board held a working board meeting the last week of June. The voting board meeting is scheduled for Friday at 10:30 a.m.
Association general manager Glenn Zarpaylic reported he is pleased with maintenance on the courts. The recent high temperatures were a challenge but all the workers kept pace with no injuries.
He reported all watering systems are operational. New leaks are discovered and repaired on a daily basis.
In Coronado Courts the sprinkler hoses were turned on and left on by an unauthorized person. As soon as the office was made aware of the problem the water was turned off. The watering system is now secured with a lock to keep the unauthorized use of the courts’ water from happening in the future. The Villa Alegre Courts water controls were also put under lock and key.
Zarpaylic said courts weed control was completed in mid-June. Another application is scheduled for late August.
The third fertilization treatment of the year will by applied by Lawn Doctor on the courts with viable grass this month.
In old business, the kinks are still being worked out on the new THA website. Association members will be able to visit the site to read the board meeting minutes and to download forms for elections, maintenance and repair. Board member Robert Jordan said use has tapered off a little since the website came on line. Once the kinks are worked out and an established pattern of information dissemination is in place the usage should pick up again.
The board continues to discuss the future of the Guadalajara Courts bridge. It is clear the bridge is a safety hazzard and must be replaced immediately. There are liability issues that effect every member of the townhouse association. The bridge is considered common property. It has to be replaced.
The board is leaning toward contacting all THA members to get the okay to replace the bridge. The cost will exceed $50,000 and must be approved by the general membership. The general membership will be guaranteeing the loan, not paying it.
The board expects the members of the Guadalajara Courts to foot the bill for the costly bridge replacements as part of the tiered system. The bridge, retaining walls and parking pads may cost in the $200,000 range for replacement.
There are two townhouses effected by the disrepair of the bridge. These families have no other access to their homes.
No one is happy about this pending situation. Board members are moving cautiously, too cautiously according to at least one member of the board. Resolution keeps getting farther away. This emergency situation has been a topic of conversation on the board for about a year. Litigation looms in the future. Some board members don’t want to spend another penny on this project before a membership vote is taken. So far an engineering study of the bridge cost $4,000. In all the board has spent approximately $11,000 on studies and temporary repairs. Actually doing something about bridge replacement is at least six months in the future if not longer if litigated.
In order to mitigate damage, board member Henry Frank suggested one of the endangered townhouse owners loose weight to keep the bridge from falling down. Mr. Benson piped up that he was on a diet.
There should be a vote at the upcoming Friday meeting on the watering systems in Coronado and Valencia Courts. In Valencia the vote is to disband the ineffective service. In Coronado it is to disband service in half the court and continue watering in the other half. Valencia Courts members seem to agree to disband service. Coronado Courts members are split in their responses to the proposed change.
Reserve Advisors are taking longer than expected to render their report as to the assets and liabilities of the courts and how to plan accordingly.
The new by-laws committee is taking shape. The committee is to revise the by-laws by making them more viable and easier to understand.
The board will meet on Friday at 10:30 a.m. at the townhouse association office building on Perralena Lane.
