Architectural control committee chairman Bill Roe said a landscaping violation in the Village came to the attention of the Arkansas State Plant Board regarding unlicensed landscaping companies planting shrubs and using chemicals.
The committee is educating the public as to the license requirement. The State Plant Board will be monitoring compliance in the Village.
Regular assignments were as follows.
006-04 Madrid Courts / 12 Lequita Place / Kim Hundle/boat dock
Chairman Roe reviewed this permit application for a covered boat dock. There is a seawall in place. The space should be enough for a boat dock with a boat slip. Planning and inspections director Steve White will verify the exact location of the dock behind a 20-foot wide townhouse lot. The application meets all Village criteria. The permit was approved by consensus.
015-02 Resplandor / 1 Resplandor Lane / Al Lewis/storage and work shop
Chairman Roe reviewed this permit application for storage and work shop on a heavily treed corner lot. The building matches the house with stone on the corners, matching siding and roof. The building will have electricity and house a golf cart. The building dimensions are 20-feet by 24-feet with an eight-foot ceiling. The storage building will have a door and windows. The permit was approved by consensus.
025-17 Vereda / 44 Maravilla Way / Bennett Bros/seawall
Mike Christy reviewed this permit application for a basic seawall. The lot owner is extending his seawall onto the adjacent lot he owns. The same materials will be used in the new section of seawall. The permit was approved by consensus.
018-08 Promesa / 36 Excelso Way / Carriage Homes/boat dock
Mike Christy reviewed this permit application for a boat dock. The natural terrain in this cove is conducive to the proposed boat dock. The property line extends into the water making a variance a possibility. The permit was approved by consensus.
White mentioned there had been a rash of garage sales with illegal signs on boxes and buckets. These items will be removed by planning and inspections personnel. A copy of the sign policy is available in the planning and inspections office.
The following variance requests were considered by the ACC.
012-05 Maria / 14 Utrera Lane / Mike Cutrer/revised deck addition encroaching into the 20-foot building setback from the lake
Mike Christy was familiar with this property and reviewed the permit application for the committee. The property line is seven-feet from the seawall but still more than 20-feet from the shoreline. Christy requested additional drawings showing elevation levels. The permit was approved pending site inspection.
016-09 Vereda / 29 Sobresalir Lane / Ken Armstrong/variance for sidewalk encroaching into seven and a half foot sideline easement
Mike Christy was also familiar with this property and reviewed the permit application for the committee. He said the flatwork should be no problem. He said a retaining wall and proper drainage will be required. The permit was approved by consensus.
The following permit requests for commercial, churches and non-residential were reviewed as follows.
Fuel Stop / 301 Balearic Road / Coulson Oil/sign
Coulson Oil has purchased the Fuel Stop and has requested their Shell sign be installed. The sign size is smaller than what has been there. There was a concern that the lighting be LED. This change is considered a lens replacement the same as was at Regions Bank previously. No decision was made. The committee requested additional information about the lighting.
HSV Republicans / 198 Carmona Center / banner
The Village Republicans have requested a banner in front of the Republican headquarters for 60 days. The permit was approved by consensus.

All three of the permit requests meet Village criteria. The permits were approved by consensus.
The ACC will meet next on September 16 at 8:30 a.m. at the POA administrative building.
