Townhouse association board meets this morning

At the last meeting of the Village townhouse association, general manager Glenn Zarpaylic reported the trimming of crepe myrtles and the establishment of weed control and fertilization in several of the courts.
Zarpaylic said capital improvements were completed for now in Cortez Courts with concrete repairs and replacements of sidewalks.
Recently, there was also sidewalk repair done in Coronado Courts.
Beetle damage in 14 trees in Coronado Courts is being addressed as well as damage to ten to 12 other trees. Two large trees in Madrid Courts were taken down. Hot Springs Village Police Department directed traffic for the tree removal. Three dead trees in La Coruna Courts were removed.
Entergy also took down two pines but did not remove them once they were felled. Former board member Doug Butler called Entergy to find out why the trees were left behind. He was told budget cuts have made leaving the trees behind Entergy’s ongoing policy. Only the trees that can go to the saw mill are removed free of charge
Because of the smaller THA budget for 2011 the general manager is going door to door to prioritize repairs and replacements to be done this year and further on down the road. Railings, stairs and the like are being measured and evaluated.
This year there will also be emphasis placed on homeowners’ responsibility to take care of their own property. Court representatives will be making lists of properties needing attention.
The new board members will be given a copy of Reserve Advisors extensive report regarding THA assets and maintenance plan.
The replacement of the bridge in Guadalajara Courts is moving at a snail’s pace. The bridge replacement was approved by Cooper’s architectural control committee.
The bylaws committee distributed several handouts with proposed changes in the current bylaws to make them more effective and more user friendly. The board members were asked to study the recommendations for future consideration. Samples of POA policies were included in the packet.
Office manager Kristi Wright said the website is being updated. The last information on the website was from November. Current information has been submitted and the webmaster will get the site up to date.
The board also discussed ways to keep court representatives more involved with THA business. Board members feel it is vitally important to keep the court reps engaged and involved with the current court evaluations. Next year the budget will be set for 2013, 2014 and 2015 and all hands are needed to gather information to determine future budgets. This is the time assessment increases will be decided and proper communication is vital to justify proposed increases.
The report by Reserve Advisors is seen as the first step in developing a master plan for the THA. Zarpaylic will need help further evaluating the needs outlined in the report.
Several audience members volunteered to help with the communication process. With the outdated website the communications process between the THA administration and the THA members had broken down and audience members wanted to help get the word out as to what was happening regarding the future of the association and possible assessment increases.
Board members discussed the best ways to communicate with THA members. The court representatives were deemed as vital to this effort. Board packets did not include an updated list of court representatives. One will be put together as soon as possible.
The THA board meets again today at 8:30 a.m. at the THA administration building on Perralena Lane.
