Arkansas Department of Health advice for conserving water during drought


The current period of drought and high temperatures has resulted in public water systems in the state experiencing very high water demands.  In many cases, public water systems have had to request that their customers observe water conservation measures such as lawn watering on alternating days, etc. The Arkansas Department of Health (ADH) is urging compliance with water conservation requests made by public water systems during these summertime peak water demand periods.   

According to Jeff Stone, director of the Engineering section at ADH, compliance will help to ensure that the public water systems will be able to meet the needs for vital purposes such as drinking water and fire protection. “Wise use of water by individual customers can make a dramatic difference in whether shortages are experienced,” Stone said. 

The following is a list of water saving measures for homeowners to cut water usage.

• Comply with water conservation guidelines that your water system may request or require such as watering on alternate days.

• Water your lawn only when it needs it. Deep soak the lawn rather than sprinkling lightly which tends to evaporate quickly.

• Water during the cool part of the day such as early morning.

• Don’t waste water on gutters, driveways, and sidewalks.

• Put a layer of mulch around trees and plants. Mulch will hold moisture longer and slow evaporation.

• Use automatic dishwashers and washing machines only with full loads.

• Don’t let the faucet run when cleaning vegetables or washing dishes. Rinse them in a stoppered sink or pan of clean water.

• Don’t let the water continuously run when brushing your teeth or shaving.

• Keep a bottle of drinking water in the refrigerator. Running tap water to cool it off for drinking is wasteful.

• Check faucets, pipes, and toilets for drips or leaks.

• Use a broom to clean sidewalks—not a hose.

• Take a quick shower instead of a big bath. Install water-saving showerheads or flow restrictors.

THE ARKANSAS FORESTRY COMMISSION HAS THE ENTIRE STATE IN AN EXTREME FIRE DANGER... AND SEVENTY OUT OF SEVENTY FIVE COUNTIES ARE UNDER BURN BANS.
OUTDOOR BURNING... INCLUDING THE USE OF FIREWORKS... IS STRONGLY DISCOURAGED IN ARKANSAS UNTIL WIDESPREAD SUBSTANTIAL RAIN FALLS. THOSE HEADED OUTDOORS SHOULD PREPARE FOR THE HEAT. WEAR LIGHT COLORED LOOSE FITTING CLOTHING... DRINK PLENTY OF NON ALCOHOLIC FLUIDS AND GO TO AN AIR CONDITIONED ENVIRONMENT PERIODICALLY.

POA watering policies

Due to the oppressive heat and excessive water consumption, it is imperative that residents be extremely conservative when using water for landscaping. For this reason, the Hot Springs Village Property Owners’ Association will enforce water conservation regulations.

These regulations include (1) odd/even – with odd numbered properties watering on odd calendar days and even numbered properties watering on even numbered days, and (2) landscape irrigation during non-daylight hours.

Water treatment capacity is currently limited to 4 million gallons per day. Expansion of the water treatment plant is in the design stage.

Until the expansion is complete, Village residents are asked to conserve and control usage of potable water.

The POA will begin patrolling for water restriction violators. If the situation does not improve, the POA may be required to take more drastic measures, which may include banning all outside water use.

Garland County lot auction

The below Hot Springs Village lots will be offered for sale on July 11, at the Garland County courthouse in Hot Springs at 11 a.m. There is a one year right of redemption on each sale. Subdivision plats are available on the POA website which is www.hsvpoa.org then go to property owner services, and then subdivision maps. The starting bid on each property is $500 bid by the HSV POA. Village holiday schedule

The Property Owners’ Association administration building will be closed on Wednesday, July 4 for the
Fourth of July holiday.

The Coronado Fitness Center will be open from 6:00 a.m. – 1:00 p.m. on Wednesday, July 4. Open swim will be available during that time. No classes will be held on that day.

The following schedule will be used for trash and recycling pick up for the holiday.
Monday, July 2 and Tuesday, July 3 – Trash will be picked up as scheduled.
Wednesday, July 4 – Trash will not be picked up.
Thursday, July 5 – Trash will be picked up for Wednesday customers.
Friday, July 6 – Trash will be picked up for Thursday customers. Yard waste will not be picked up on Friday.

Most recent Village paving information

The first phase of the Hot Springs Village Property Owners' Association road paving program will continue through July 6. The contractor is Cranford Construction of North Little Rock.

Plans are underway to pave the following roads on Monday, July 2: Malaga Way, Alcanara Lane, Matamoroe Way, Durango Way and Bahia Lane.

The crew will not work July 3-4. Plans are underway to pave the following roads on Thursday, July 5: North Pego Way, Navia Lane, Grado Lane, Cabra Lane and Empinado Lane.

The POA will distribute flyers to residents in the affected areas in advance of the paving. Please observe all posted signs and avoid roads to be paved, if possible.

Weather and contractor availability determine the paving schedule. All streets and dates are subject to change.

POA announced emergency over

The Property Owners’ Association department of public works has found and repaired the water main breaks that occurred early Friday morning. Water tank storage levels are returning to normal.

Thank you for your immediate response to the water crisis. Because of your compliance to the emergency water ban, the POA has lifted the emergency water ban and will return to the prevailing water regulations: (1) odd/even – with odd numbered properties watering on odd calendar days and even numbered properties watering on even numbered days; and (2) landscape irrigation during non-daylight hours only.
